About the Asian Disaster Preparedness Center: The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences, envisioning safer communities and sustainable development through disaster risk reduction. As an autonomous international organization governed by the Board of Trustees, it supports sustainable solutions for disaster risk reduction across a broad range of specialist areas, with a wide range of professional expertise from atmospheric scientists to social scientists with experience from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) effectively. ADPC’s Strategy 2030 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific, with various programs implemented under 15 strategic themes by three departments, namely the Preparedness and Climate Action, Risk Analytics and Climate Services, and Risk Governance and Financing. In addition to these, ADPC also works on three cross-cutting themes: Gender and Diversity, Innovation, and Regional and Transboundary Cooperation through permanent working committees. These activities are supported by proactive individual departments of Finance, Human Resources, and Administration. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. Purpose and Objectives: ADPC is co-implementing Phase 2 of the Bangladesh Preparedness Partnership (BPP) under the overall leadership and guidance of the Ministry of Disaster Management and Relief (MoDMR), Bangladesh. BPP is an innovative partnership instrumental in supporting the government of Bangladesh in leading and operationalizing its flagship policy of SOD 2019 through a multi-stakeholder model. Phase 2 of BPP aspires to strengthen the multi-stakeholder partnership platform at the national and sub-national levels in Kurigram, Bagerhat, and Cox’s Bazar districts by building operational and technical capacities, research applications, and knowledge-sharing mechanisms. In line with this, ADPC is looking for a qualified Consultant to develop documentation products under Phase 2 of BPP. The Consultant will be responsible for developing process documentations, a program documentation, and a program video. The Consultant is expected to consult and liaise with the program team and BPP sectoral partners at the national and district levels. The Consultant position is open onlyto Bangladeshi nationals. This is a home-based position with a close working relationship with the ADPC country office in Dhaka, Bangladesh. Expected Outputs: The Consultant is expected to deliver the below outputs/deliverables within the given timelines. Key Deliverables and Timeline Deliverable 1 : First draft of three (3) process documentations aligned with each of the objectives of Phase 2 of BPP Timeline : November 2026 Deliverable 2 : First draft of one (1) program documentation (narrative) of Phase 2 of BPP Timeline : November 2026 **Deliverable 3 :**Second draft of three (3) process documentations aligned with each of the objectives of Phase 2 of BPP and one (1) program documentation of Phase 2 of BPP Timeline : December 2026 **Deliverable 4 :**One (1) program documentation video Timeline : January 2027 Responsibilities and Tasks: The consultant is expected to develop knowledge products that may be useful for policymakers, practitioners, and the public. Therefore, it is proposed that the consultant use the following methods to carry out the documentation and provide the analysis: • Desk study to review all BPP-related documents, including program framework, progress reports, knowledge products, and meeting minutes; and • Interviews with key informants, such as key stakeholders and beneficiaries (who will be identified in consultation with the project team and BPP partner agencies) for supplemental information. Found below is a list of specific tasks expected from the consultant: • Conduct desk research reviewing the BPP program documents; • Collect supplemental primary data through interviews; • Develop 3 process documentations aligned with the 3 objectives of Phase 2 of BPP, each one around 3-to-5 pages focusing on detailed accounts of specific successes, challenges, and innovations within local contexts; • Develop 1 program documentation of Phase 2 of BPP, which is a 10-to-20-page document that records BPPS2 program’s design and operations; and • Develop 1 program documentation video with subtitles and transcript, which should be a high-quality production, 3-to-5-minute summary video capturing the journey and voices of the beneficiaries and stakeholders of the BPPS2 program. Working Principles: In performing the duties and responsibilities indicated above, the Consultant will be supervised by the Program Manager from ADPC under the overall guidance of the Director, PCA. The Consultant will work closely with other program team members, as applicable. Condition of payment: Considering the services, this payment will be on one installment upon the submission and acceptance by ADPC of all the outputs and deliverables, within 30 days from the expiry of the contract. Payment will be incurred through bank transfer either ADPC HQ – Thailand in USD or Bangladesh in BDT. However, all taxes, duties, and government charges imposed or levied in connection with this contract will be the sole responsibility of the Consultant.

• University degree in the field of Mass Communication, Journalism, Development Studies, Disaster Management, Social Science, or any other related field.
• At least 10 years of work experience, with at least 5 years in research, knowledge production and management, communication, or outreach in Disaster Management or a related field.
• Analytical capacity to process, analyze, and synthesize complex, technical information into user-friendly formats and products.
• Proven competence in effective written communication to a varied audience.
• Experienced working with MailChimp, Photoshop, Campaign Monitor, WordPress, Canva, and other digital platforms.
• Excellent command of English and Bangla, both written and spoken.
• Excellent technical writing skills in English.
• Self-motivated, proactive, and takes initiative.
• Demonstrated ability to plan and organize work and time independently.
