BACKGROUND

Lebanon stands at a pivotal juncture in its governance and reform trajectory. Despite years of overlapping crises, the country has made landmark progress in building an integrity and anti-corruption framework, including the adoption and partial implementation of the National Anti-Corruption Strategy (2020–2025), the establishment of the National Anti-Corruption Commission (NACC), and major legislative reforms on access to information, illicit enrichment, whistleblower protection, asset declaration, and public procurement. These milestones have laid the groundwork for the most coherent accountability architecture in Lebanon’s recent history.

However, these achievements remain fragile amid deep economic collapse, weakened institutions, and eroded public trust. While the strategic and legal frameworks are largely in place, implementation and enforcement mechanisms remain underdeveloped, and coordination among oversight institutions is still limited. The evaluation of the NACS highlighted the urgent need to consolidate progress by operationalizing national mechanisms, strengthening institutional capacities, and embedding corruption-risk management practices across public institutions.

In this context, the Integrity in ACTion Project was established with the objective of improving the implementation of an institutionalized and targeted approach to prevent and combat corruption through improved coordination, operationalized oversight, enhanced preventive and enforcement mechanisms, and institutionalized integrity and risk-management practices, thereby advancing transparency, accountability, and public trust.

The Project is designed to achieve this objective through three outputs:

Output 1: Institutional capacities to coordinate, monitor, and evaluate the National Anti-Corruption Strategy strengthened and operationalized through participatory and inclusive mechanisms.

Output 2: Legal frameworks and oversight institutions for preventing and combating corruption strengthened and effectively operationalized.

Output 3: Sectoral Corruption Risk Management mechanisms and integrity systems strengthened across key public sectors.

Under Output 1, the project will strengthen and operationalize Lebanon’s national anti-corruption coordination framework, with a focus on strategic planning, monitoring and evaluation, public reporting, stakeholder participation, and evidence-based implementation of the National Anti-Corruption Strategy and related reforms.

Under Output 2, the project will support the effective implementation and enforcement of Lebanon’s anti-corruption legal framework and strengthen the capacities of the National Anti-Corruption Commission and other oversight, integrity, and enforcement institutions. This will include the provision of support for the practical application of anti-corruption laws, including mechanisms that enable citizens to exercise their rights.

Under Output 3, the project will support the institutionalization of Sectoral Corruption Risk Management (SCRM) and integrity systems across priority public institutions, linking corruption prevention with administrative simplification, process re-engineering, digital transformation, and broader public administration reform. It will also support the development and implementation of practical integrity measures, tools, standards, and solutions that strengthen institutional performance, transparency, and service delivery.

Across these three outputs, the Policy, Data and Integrity Solutions Specialist will provide integrated technical, analytical, and policy support, including research and data analysis, monitoring and reporting, stakeholder coordination, institutional capacity development, and the design and application of data-driven, digital, transparency, and integrity solutions that support the effective implementation of anti-corruption reforms.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Under the general supervision of the UNDP I-ACT Project Manager, the Policy, Data and Integrity Solutions Specialist will provide integrated technical, analytical, and coordination support to the implementation of anti-corruption, integrity, and governance reform initiatives, with a particular focus on the National Anti-Corruption Strategy and related institutional reform initiatives under the I-ACT Project.

The Specialist will support evidence-based policy development and implementation, data collection and analysis, monitoring and evaluation, reporting, stakeholder engagement and coordination, the development and application of integrity and transparency solutions, and institutional capacity development.

Task 1: Research, Policy, Data, Monitoring and Reporting

• Support the development and application of results-based monitoring and evaluation frameworks, indicators, baselines, targets, implementation matrices, reporting tools, and data-collection mechanisms for the NACS and related reforms.

• Collect, consolidate, clean, analyze, visualize, and interpret administrative, survey, and other relevant data on reform implementation, institutional performance, and results, and support national institutions in strengthening data quality, availability, management, and use.

• Prepare evidence-based analytical and policy products, including progress and monitoring reports, dashboards, policy briefs, background and technical papers, concept notes, terms of reference, presentations, and recommendations to inform decision-making and reform implementation.

Task 2: Stakeholder Engagement, Coordination and Policy Dialogue

• Support structured engagement and coordination among OMSAR, NACC, relevant ministries, public institutions, oversight bodies, civil society, youth, media, academia, professional associations, the private sector, international organizations, and development partners.

• Support the organization and follow-up of national anti-corruption coordination mechanisms, including MACcom and TACcom, specialized task teams, working groups, and other policy and technical dialogues, through the preparation of agendas, background materials, policy and data inputs, briefing notes, speeches, communication materials, and presentations.

• Coordinate and consolidate stakeholder inputs, prepare minutes and meeting reports, document decisions and recommendations, and maintain follow-up and tracking mechanisms to support implementation of agreed actions and reform priorities.

• Support policy dialogue and coordination between national institutions, international partners, and other relevant stakeholders to promote complementarity, policy coherence, knowledge exchange, and alignment of technical support around national anti-corruption and integrity priorities.

• Support consultations and participatory processes that enable civil society, youth, media, academia, professional groups, the private sector, and other non-state actors to contribute to the development, implementation, monitoring, and communication of anti-corruption and integrity reforms.

Task 3: Data, Digital and Integrity Solutions

• Support the translation of anti-corruption, integrity, transparency, and corruption-risk priorities into practical tools, methodologies, institutional processes, data-driven solutions, and, where relevant, digital solutions.

• Provide technical and analytical support for the effective implementation of specialized anti-corruption laws, including the Right of Access to Information Law, through the development and improvement of monitoring, transparency, data, and accountability tools.

• Support the design, development, and continuous improvement of dashboards, databases, digital reporting and monitoring systems, transparency platforms, and other data-driven tools, including defining data requirements, indicators, workflows, functional requirements, and visualization and reporting needs.

• Support the development and implementation of practical integrity solutions emerging from Sectoral Corruption Risk Management (SCRM), including measures related to process simplification and re-engineering, transparency, internal controls, information flows, data use, and digitalization.

• Work with government counterparts, technical experts, developers, and service providers to translate policy and institutional requirements into functional requirements and ensure that proposed solutions respond to identified corruption risks, institutional and user needs, and requirements for transparency, interoperability, sustainability, and effective monitoring.

• Promote responsible, accessible, and effective use of data in integrity and transparency solutions, including attention to data quality, availability, interoperability, and appropriate data management standards.

Task 4: Institutional Support, Capacity Development and Knowledge Production

• Strengthen the internal capacities of national institutions, particularly the Anti-Corruption Unit at OMSAR and relevant NACS coordination mechanisms, in strategic planning, results-based management, monitoring and evaluation, data collection and analysis, and reporting on the implementation of the NACS and related anti-corruption reforms.

• Provide continuous technical accompaniment and hands-on support to institutional counterparts and designated focal points to translate NACS priorities, anti-corruption commitments, legal requirements, and integrity priorities into institutional plans, implementation measures, monitoring arrangements, indicators, tools, and practical solutions.

• Design and deliver training and capacity-development activities, complemented by on-the-job technical accompaniment, coaching, and practical guidance, for public officials and institutional focal points on strategic planning, NACS implementation and monitoring, anti-corruption and integrity, access to information, monitoring and evaluation, data collection and use, transparency, SCRM, and related areas within the scope of the Project.

• Prepare technical documentation, analytical notes, institutional briefs, guidance materials, presentations, implementation updates, and follow-up matrices to support senior officials, national coordination mechanisms, public institutions, and technical working groups.
