BACKGROUND
Lebanon established the National Committee on International Humanitarian Law (NCIHL) by Decree No. 4382 of 21 June 2010 as the national governmental mechanism responsible for supporting the implementation, dissemination, and integration of International Humanitarian Law (IHL) at the national level.
Chaired by the Deputy Prime Minister and comprising representatives of relevant ministries, public institutions, professional associations, academia, and humanitarian actors, the Committee serves as the principal national platform for coordination on matters related to IHL, including legislative review, policy development, awareness-raising, training, monitoring, and cooperation with regional and international partners.
The NCIHL plays a key role in promoting respect for and understanding of IHL, supporting the alignment of national legislation and policies with international obligations, strengthening institutional capacities, and facilitating coordination among national stakeholders. It also contributes to the preparation of reports, recommendations, and technical inputs concerning the implementation of IHL and engages with relevant international and regional mechanisms, including the network of Arab National Committees on International Humanitarian Law operating under the auspices of the League of Arab States.
Recent developments in Lebanon have underscored the importance of strengthening national capacities to monitor, assess, and document compliance with International Humanitarian Law. In this context, the NCIHL has intensified its efforts to promote awareness of IHL, build the capacities of governmental and non-governmental stakeholders, strengthen monitoring and documentation methodologies, and support the development of practical mechanisms and tools for the assessment of compliance with applicable international legal standards.
These efforts contribute to informed policymaking, institutional preparedness, evidence-based reporting, and enhanced national adherence to international humanitarian obligations.
UNDP will be supporting the NCIHL in strengthening its institutional capacity, operational effectiveness, and ability to implement its mandate. Building on this partnership, UNDP is supporting the Committee in advancing its annual work plan and strategic priorities, enhancing coordination and outreach, supporting capacity-building and awareness initiatives, and strengthening the institutional systems required for the effective implementation of its functions.
To support these efforts, UNDP is seeking qualified personnel and technical expertise to contribute to the implementation of NCIHL programmes, activities, and institutional development objectives.
SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
Under the guidance and supervision of the UNDP Rule of Law and Governance Chief Technical Advisor/Community Security and Human Rights Project Officer, and in close coordination with the National Committee on International Humanitarian Law (NCIHL) and under the supervision of the Senior Project Management Consultant, the Programme and Administrative Assistant shall provide programme, administrative, coordination, and logistical support to facilitate the effective implementation of NCIHL activities, meetings, events, and work plan priorities.
The Programme and Administrative Assistant shall support the day-to-day administrative and operational functions of the NCIHL and contribute to the efficient planning, coordination, documentation, and follow-up of programme activities and stakeholder engagements.
The Assistant shall be responsible for the following:
• Support the organization and implementation of NCIHL meetings, workshops, conferences, training activities, consultations, awareness initiatives, and other programme-related events.
• Provide administrative and logistical support for NCIHL activities, including venue coordination, participant communication, logistical arrangements, attendance tracking, and preparation of supporting documentation.
• Assist in the preparation, formatting, organization, and filing of official correspondence, letters, meeting agendas, briefing materials, concept notes, presentations, participant lists, minutes of meetings, and other programme documentation.
• Support the scheduling and coordination of meetings, consultations, and stakeholder engagements, including maintaining meeting calendars and facilitating logistical arrangements.
• Maintain records of meetings and activities and support follow-up on agreed actions, decisions, and implementation timelines, as required.
• Support coordination with participants, experts, consultants, service providers, government institutions, partner organizations, and other stakeholders, as required, to support the implementation of NCIHL activities.
• Support administrative coordination related to procurement, service requests, event logistics, and operational requirements, as requested.
• Assist in maintaining organized programme files, activity records, attendance sheets, supporting documents, contact databases, and relevant administrative and operational records.
• Support the collection, compilation, and organization of information and documentation required for activity implementation, reporting, monitoring, and record keeping.
• Contribute to the preparation and consolidation of routine programme updates, activity summaries, briefing materials, and administrative reports, as required.
• Support the preparation, organization, and archiving of documentation related to NCIHL activities, events, partnerships, and programme implementation.
• Provide general administrative, coordination, and operational support to facilitate the implementation of NCIHL activities and priorities.
• Prepare monthly reports summarizing administrative, programme, coordination, and logistical support provided, key activities undertaken, outputs delivered, and the number of working days utilized during the reporting period.
The successful completion of the above responsibilities shall constitute the key deliverables of the assignment, including:
(i) continuous programme, administrative, coordination, and logistical support to the implementation of NCIHL activities and priorities;
(ii) effective organization and documentation of meetings, workshops, consultations, and events;
(iii) preparation and maintenance of administrative, programme, and operational records;
(iv) coordination and follow-up with relevant stakeholders, participants, experts, and service providers; and
(v) submission of monthly activity reports documenting work undertaken, outputs delivered, and days worked.
EXPECTED OUTPUTS AND DELIVERABLES
The consultant is expected to complete the above tasks and activities within 6 months, with a total of 18 working days per month.
INSTITUTIONAL ARRANGEMENTS
• The consultant will work under the institutional guidance of the NCIHL and its Chairperson, with technical and programme coordination support and supervision from the UNDP Governance and Rule of Law Chief Technical Advisor/Project Officer and the Senior Project Management and Strategic Consultant at the NCIHL.
• The work is expected to start upon contract signature.
• The consultant will rely on his/her own means of communication and transportation. The consultant shall rely on his/her own means of communication and shall commute from/to the place of residence to the duty station at his/her own expense.
• All title rights, copyrights, and other intellectual property rights in materials specifically produced as deliverables under this TOR shall vest in UNDP and NCIHL, without prejudice to any pre-existing materials, methodologies, knowledge, or intellectual property of the Consultant. UNDP and NCIHL have full ownership of the activity and of its final product. Thus, any public mention, including through social media, about the activity should state clearly that ownership. In addition, any public appearance related to the activity should be coordinated and approved by UNDP and NCIHL.
• In the event of any delay, s/he will inform UNDP promptly so that decisions and remedial action may be taken accordingly. Delays that would affect the flow of the collaborative work and the delivery of outputs on schedule will lead to termination of contract.
• Should UNDP deem it necessary, it reserves the right to commission additional inputs, reviews, or revisions, as needed to ensure the quality and relevance of the work.
DURATION OF WORK
The assigned duration for this consultancy is 6 months without exceeding 18 working days per month.
The mission is expected to commence immediately after the contract signature and to be completed 6 months from the contract signature date.
The time needed to review, comment on, and approve deliverables and outputs is five (5) working days.
DUTY STATION
The assignment will be carried out primarily in coordination with the NCIHL, with the NCIHL premises in Beirut serving as the principal duty location when physical presence is required, complemented by meetings, consultations, and approved field visits across Lebanon as required by the assignment.
REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
I. Academic Qualifications and Years of Experience (Minimum Shortlisting Criteria)
a. Bachelor’s degree in Business Administration, Management, Public Administration, Social Sciences, or a related field is highly recommended.
b. Minimum 2 years of relevant professional experience in administration or programme/project support functions.
c. Fluency in written and spoken Arabic and English is required.
STANDARD MINIMUM QUALIFICATIONS
• Education: Bachelor’s degree in Business Administration, Management, Public Administration,
Social Sciences, or a related field is highly recommended.
• Experience: Minimum 2 years of relevant professional experience in administration or programme/project support functions.
• Language: Fluency in written and spoken Arabic and English is required.
