Finn Church Aid (FCA) Ukraine invites qualified individual consultants to participate in the tender for the procurement of consultancy services for Donor/Stakeholder Mapping and External Relations.
The assignment is expected to run for approximately five months and will include donor and stakeholder mapping, analysis of funding opportunities, outreach and relationship-building activities, as well as preparation of an engagement roadmap for FCA Ukraine.

1. Background
Finn Church Aid (FCA) has worked in Ukraine since 2022 and delivers programming in education, child protection (including digital risks), and livelihoods (including technical and vocational education and training (TVET)), in seven oblasts. FCA is Finland's largest international development organisation, a member of the ACT Alliance, and works with local partners, oblast/hromada authorities and line ministries.
2. Objective
The assignment has two objectives:
• Produce a validated, usable map of funding sources and influential stakeholders relevant to FCA Ukraine's three primary sectors (education, protection inc. digital risks, and livelihoods/TVET), ranked by realistic accessibility to FCA. Donors and opportunities with a social cohesion focus should also be considered where they align with these sectors.
• Open or reactivate contact with prioritised donors and stakeholders, and hand over a documented set of relationships and a 12-month engagement roadmap that FCA staff can carry forward.
The consultant supports and represents FCA under the direction of the Grants Manager. The consultant does not commit FCA to partnerships, consortia or funding applications.
3. Reporting and coordination
The consultant reports to the Grants Manager, who is the day-to-day counterpart, approves deliverables and clears all external outreach in advance. The Programme Manager advises on sector content, current programming and partner relationships. The Country Director approves external positioning materials, approves engagement with government counterparts and diplomatic missions, and leads meetings where FCA representation at that level is required. The Country Director may delegate this approval to the Programme Manager in writing.
A standing weekly check-in with the Grants Manager is required. A biweekly review with the Grants Manager, Programme Manager and Country Director covers outreach priorities and any emerging opportunities.
4. Scope of work
Scope of work includes the following:
• Donor assessment and mapping
• Stakeholder mapping
• Outreach and relationship building
5. Deliverables and payment schedule
The deliverable schedule is indicative and runs from the contract start date. Final dates will be agreed in the inception workplan.
6. Duration
The contract period is five months from the contract start date.
7. Duty station and travel
The preferred duty station is Kyiv, but a hybrid arrangement is possible. Weeks 1–8 may be conducted remotely, although presence in Kyiv during this period is preferred where feasible. Presence in Kyiv during the intensive outreach phase (weeks 9–18) is strongly preferred, as in-person meetings with donors and stakeholders are expected. Applicants who cannot be present for the full period should fully justify their proposed arrangement in the technical proposal. Proposed presence arrangements will be assessed for feasibility as part of the approach score. All associated costs are the consultant’s responsibility and must be accounted for in the all-inclusive fee.
8. Qualifications and experience
8.1 Required
• A university degree in international relations, development studies, political science, public administration or a related field.
• At least five years of experience in institutional donor relations, business development or resource mobilisation (bilateral, EU, UN or pooled-fund donors) for an international NGO, UN agency or comparable organisation. Please include examples of institutional funding secured, with donors, amounts and your role.
• Demonstrated experience working in or on Ukraine's humanitarian, recovery or development response since February 2022, with current knowledge of its funding landscape. Applicants may be international or Ukrainian nationals.
• Fluent written and spoken English, at a level sufficient to draft donor-facing material without editing support.
• Demonstrated ability to secure and lead meetings with senior institutional counterparts (e.g. senior or decision-making representatives of institutional donors or UN agencies, foreign embassy staff, ministry leadership) and to represent an organisation credibly at that level. Please cite at least two examples in the cover letter, including the counterpart's role and institution, how the meeting was secured, your role in it, and the outcome.
• Practical knowledge of the eligibility and compliance requirements of at least two major institutional donors active in Ukraine (e.g. those listed in Section 4.1). In the cover letter, please briefly describe how you assess a donor call or funding opportunity for an organisation, and what you look for in its eligibility and compliance requirements. Give at least one example where a specific donor requirement affected a decision to apply.
8.2 Desirable
• Programme or funding experience in FCA’s core sectors/areas.
• Existing network among donors, ministries or coordination structures in Ukraine.
Experience with EU funding instruments, including Ukraine Facility mechanisms, or with IFI grant windows.
9. Conduct, confidentiality and data protection
The consultant signs and complies with FCA's Code of Conduct for Suppliers.
