Objectives of Role
The Administration and Finance Officer will play a key role in delivering efficient and comprehensive administrative, procurement and finance support to the Country Director Tuvalu and Learners of the Pacific Australia Skills program.
This position is responsible for a broad range of functions, including administrative support services, finance support services, sourcing and procurement activities, and records management. The role ensures that all operations are carried out in compliance with Pacific Australia Skills policies, procedures, and work instructions, while contributing to a well-organised, responsive, and effective office environment.
Roles and Responsibilities
Administration and Procurement Support
• Assist in maintaining updated procurement files and records, including purchase orders, supplier
invoices, and service agreements.
• Support the Assets & Procurement Coordinator with asset register updates, tagging, and filing of asset documentation.
• Support for the sourcing of quotations and liaising with service providers (e.g. hotels, rental car companies, catering businesses).
• Support logistics for meetings, training events, and procurement deliveries.
• Coordinate routine office administration tasks such as stationery orders, courier arrangements, and filing.
• Provide support for any other administration/procurement-related tasks as directed by the Country Director Tuvalu.
Finance Support
• Process routine financial transactions including supplier invoices, expense reimbursements, staff advances, participant payments, and acquittals in accordance with Pacific Australia Skills procedures.
• Assist with maintaining accurate records for accounts payable/receivable and advances.
• Support preparation of monthly reconciliations, cash flow requests, and filing of finance documentation.
• Assist in collecting and scanning financial correspondence for submission to Regional Head Office Finance.
• Assist with budget monitoring by maintaining expenditure records and providing supporting information for financial reports.
• Support audit activities by preparing financial records and documentation as required.
• Ensure compliance with DT Global financial policies, donor requirements, and local statutory obligations.
• Provide finance support to program activities and participant-related payments.
• Provide support for any other finance-related tasks as directed by the Country Director Tuvalu.
Selection Criteria
• Post secondary qualifications in finance, business administration, IT or a related field.
• Demonstrated experience in finance or administration roles in a busy organisational environment.
• Strong organisational and time-management skills, with ability to prioritise and meet deadlines.
• Demonstrated ability to work collaboratively as part of a small team and provide cross-functional support.
• Experience working with financial systems and/or asset management systems.
• Experience in liaising with vendors and service providers.
• Understanding of procurement principles processed and best practises.
• Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint).
• Experience working in a donor funded program.
• Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
