BACKGROUND In April 2026, the IMPACT HR Team rolled out a new Performance & Development Framework which aims to embrace a culture of continuous growth, with a stronger emphasis on trust-building, regular exchanges between managers and staff, and feedback as a driver of learning and development. The new framework introduces several processes and templates 1) objective-setting: a primary planning tool 2) check-ins: regular, informal conversations between managers and staff 3) short-appraisal: a concise performance review outside of the annual cycle 4) standard appraisal: our annual, structured performance review. This change responds to our strategic objective of 1) ensuring that our performance management and career development processes effectively support the achievement of individual and organizational objectives 2) enhancing staff well-being by strengthening the competencies of our managers, promoting empathetic leadership, psychological safety, supportive feedback loops, balanced team workload management, and directly improving workplace culture across country operations. As a complement to our new Performance Management & Development Framework, the purpose of this assignment is to develop learning resources that equip our junior, middle and senior managers with foundational management competencies, standardized tools and day to day management practices. Through this project we aim to strengthen the competencies of our managers related to: • Inspirational Leadership: the ability to motivate and lead others through vision, enthusiasm, integrity, and leading by example. • Team Management: the ability to maximize individual talents within and across teams towards a common objective. • Facilitating Learning: the ability to nurture professional growth and individual learning in others. • Performance Management: the ability to effectively support staff to perform their best in a positive management relationship. THE ASSIGNMENT The assignment consists of designing and implementing staff management e-learning courses as well as preparing supporting learning materials for our Managers. The overall objective this assignment is to strengthen management competencies among our junior, middle and senior managers and to improve leadership quality by fostering a culture of positive collaboration, trust, accountability, and responsibility. The assignment will begin with a comprehensive needs assessment to identify management capability gaps and development needs. Based on the findings, the consultant will design and develop two engaging and interactive e-learning courses on Didask: one tailored to junior and middle managers, and a second designed for senior managers. The e-learning courses will be complemented by a practical management toolkit containing guidance, templates, job aids, case studies, and other resources to support managers in addressing common people management and leadership challenges. In addition, the consultant will develop a coaching guide for Country Representatives to enable them to effectively coach, support, and reinforce good management practices among middle managers. Finally, the consultant will develop a change management and communication plan aimed at promoting awareness, engagement, and sustained use of the learning resources. The plan should ensure that managers understand the value of the programme, complete the training, and consistently apply the knowledge, skills, and tools in their day-to-day management practices. KEY DELIVERABLES • Design and carry out a needs assessment based on consultations with the HR Team, Country Representatives, Senior Leadership Team and selected Managers. • Design and implement 2 engaging and interactive e-learning courses on management and leadership for 1) junior & middle managers 2) senior managers. • Develop a toolkit for Managers that equips current and future managers with practical guidance to navigate key management challenges. • Develop a coaching guide and facilitation resources for Country Representatives that are needed to be able to coach, support and reinforce management practices among middle managers. • Draft a change management and communication plan for rolling out and implementing this entire project within the organization. All the deliverables will be reviewed and approved by the HR Team. DESIRED PROFILE We are looking for a consultant (or a pair of consultants) who: • Has extensive experience in adult learning methodologies and design of interactive and engaging e-learning courses on LMS. Experience with Didask is an asset. • Possesses strong technical experience in the area of performance management, team management, crisis leadership, feedback culture, staff wellbeing and staff development within humanitarian/INGO environment. • Has proven experience in leadership and management coaching and a strong understanding of how to coach managers to develop their people management skills, address workplace challenges, and foster individual and team performance. • Has excellent writing and instructional design skills, with experience developing toolkits, practical guidance, case studies, and other learning resources. • Has a solid understanding of humanitarian operations and the realities of emergency and complex operating contexts. • Is capable of working independently and demonstrates initiative, creativity, adaptability, accountability, and strong collaboration skills. • Speaks fluent English; French and/or Spanish is a plus. Ideally, the consultant(s) also: • Has extensive experience in facilitating online training sessions in intercultural and international settings. • Is skilled in participatory facilitation methods, knows how to hold the room and build safe spaces and trust online within diverse groups.
