About this opportunity
Salary: PhP65,000 –70,000/month
Hours: 40 hours per week (full time Monday to Friday) with occasional evening/weekend working and travel away from home
Position type: 11 month - fixed term contract
Responsible to: Programme Manager

Location: ShelterBox Operations Philippines, Cebu, Philippines (time split between warehouse and office) with national travel for disaster responses, and occasional travel to ShelterBox HQ, UK
ROLE PURPOSE:
The Humanitarian Response Coordinator plays a key role in strengthening ShelterBox Operations Philippines' preparedness, response and humanitarian coordination capacity. Working closely with the Programme Manager, the postholder will coordinate emergency assessments, support the delivery of humanitarian shelter responses, and help ensure programmes are implemented effectively, safely and in line with organisational and donor requirements.
The role combines emergency preparedness, response coordination, partner management and programme quality oversight. It requires a proactive and relationship-focused individual who can build strong partnerships with government agencies, community stakeholders, volunteers and humanitarian actors to ensure vulnerable communities receive timely and effective support before, during and after disasters.
As part of a small and dynamic team, the Humanitarian Response Coordinator will contribute to preparedness planning, emergency deployments, project monitoring, learning and compliance activities, helping ShelterBox deliver high quality humanitarian shelter interventions across the Philippines.
WHO ARE WE LOOKING FOR?
We are looking for an experienced humanitarian professional with a strong understanding of emergency response, disaster management and humanitarian programming within the Philippines.
You will have significant experience coordinating emergency responses, conducting humanitarian assessments and working collaboratively with local partners, government agencies and affected communities. You will be confident operating in challenging and dynamic environments, balancing immediate response needs with longer-term programme quality and accountability requirements.
The successful candidate will be highly organised, adaptable and solutions-focused, with excellent relationship-building skills and the ability to coordinate multiple stakeholders. You will be comfortable travelling to disaster-affected areas, leading field-based activities and supporting partners to deliver effective humanitarian shelter programmes.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Emergency Preparedness & Humanitarian Coordination
• Monitor potential disaster events and humanitarian needs across the Philippines.
• Support preparedness, contingency planning and response readiness activities.
• Build and maintain effective relationships with government agencies, local partners, Rotary, volunteers and other humanitarian stakeholders.
• Support the delivery of training, orientation and capacity-strengthening activities for partners and stakeholders.
Humanitarian Response & Assessment
• Coordinate emergency shelter and multi-sector needs assessments to inform response planning.
• Deploy to disaster-affected areas to support and, where required, lead emergency response activities.
• Coordinate with local authorities, partners and community representatives to facilitate effective response operations.
• Support the development of response plans, proposals and reports.
Programme Delivery & Partner Coordination
• Work with implementing partners to ensure activities are delivered on time, to budget and in line with agreed plans.
• Monitor programme implementation and identify risks, challenges and opportunities for improvement.
• Provide technical guidance and day-to-day support to partners delivering humanitarian shelter interventions.
• Support partner capacity strengthening through coaching, mentoring and knowledge sharing.
Shelter Programming & Quality Assurance
• Support the design, implementation and monitoring of humanitarian shelter and settlements programmes.
• Promote adherence to humanitarian principles, technical standards, safeguarding requirements and accountability to affected populations.
• Contribute to the identification of appropriate shelter solutions that meet the needs of disaster-affected communities.
Monitoring, Evaluation, Learning & Compliance
• Support project monitoring, evaluation, accountability and learning activities.
• Ensure project documentation, monitoring data and compliance requirements are completed accurately and on time.
• Contribute to donor reporting, lessons learned and continuous improvement activities.
• Support audits, evaluations and donor visits as required
General Responsibilities
• Provide regular updates on programme progress and key developments.
• Support the Critical Incident Management Team as required.
• Contribute to ShelterBox communications and fundraising activities where appropriate.
• Adhere to organisational policies and procedures, including safeguarding, safety and security requirements.
• Represent ShelterBox Operations Philippines professionally with partners, stakeholders and communities.
• Undertake any other duties commensurate with the level of the role
