Background and purpose / Objective for this Service:

Credit Analysis for MoLSA Staff

The promotion of the Development of Small and Medium-sized Enterprises (SMEs) plays a central role in fostering inclusive economic growth, job creation, and resilience in Iraq. In partnership with the Ministry of Labour and Social Affairs (MoLSA) and with financial support from KfW, the International Labour Organization (ILO) is implementing the Promotion of the Development of SMEs in Iraq Project.

As part of these efforts, strengthening the capacity of national trainers is important to support digital transformation engagement with SMEs in the context of SME financing and related programmes. The project tailored a TOT training in close coordination with the ITCILO. The ITCILO proposes to adapt its existing Digitalization and AI for Small and Medium Enterprises – Training of Trainers programme to the context of the Promotion of the Development of SMEs project in Iraq. The existing course equips trainers and enterprise support professionals to help SMEs use digitalization and AI to improve productivity, competitiveness and decision-making. Its approach is deliberately business focused, responsible and people-centred: participants first examine business processes, data, skills and organizational readiness before considering AI applications. The course also prepares them to provide training, coaching and advisory services to SMEs.

For Iraq, we recommend retaining this core learning logic while adapting the format, language, cases and tools. The proposed pathway would comprise ten in-country training days delivered through two five-day missions, separated by a supervised field roll-out period:

• Mission 1: five-day intensive Arabic-language ToT, leading to Level 1 certification.

• Field application: trainers pilot the methodology with real SMEs, with remote ITCILO support.

• Mission 2: five-day consolidation, troubleshooting and quality-assurance mission, leading to Level 2 certification for trainers who successfully complete the field application.

This split format allows trainers to test the methodology in real conditions and makes the second mission responsive to actual implementation challenges rather than repeating theoretical content. ITCILO’s engagement would conclude by the end of February 2027, following completion of the final assessment, issuance of Level 2 certificates and handover of the Arabic-language materials, trainer registry and implementation tools to the project. Continued deployment and support of certified trainers would thereafter be managed directly by the project.

The detailed BOQ priced above table breakdown needs to be provided to ILO.

Conditions that must be met in the hall:

• The halls should have enough space for sitting including registration table at the entrance, per each day

• The hall should have easy access to a minimum of 2 toilets

• The hotel should have full considerations for disability access

• The Hall should be sufficiently bright with good light and air conditions.

• The hotel shall arrange for fully functional electronic and audio-visual equipment and workshop materials (such as banners and/ or flags banners, data shows, wireless microphones, audio systems, teleconference equipment, etc.)

• Flipcharts with stands, whiteboard with paper, and markers

• Meeting signage includes company logo to guide your guests.

• 4 stars hotel and they must be approved by UNDSS.

• Room on ground floor or higher (not basement floor) Meeting room picture required to be attached

• Free Wi-Fi internet connection in the training room.

• Pens and notepads per participants.

Application

• Interested applicants are requested to submit a complete quotation including price form and priced BOQ as per instructions in the tender

• All applications should be done through the dedicated platform-JAGGAER linked to the UNGM

• Quotation should remain valid for 90 days after the application deadline

Payment

• If the contract to be issued in the local currency, then the ILO will only consider the UN operations exchange rate from USD to the meant currency

• According to the ILO policy, the payments of services are performed 30 days after receipt of service to the satisfaction of the ILO.

• The payment schedule will consist of a single payment, issued after the completion of the service and upon receipt of the invoice and required documents from the supplier, in line with ILO's satisfaction with the service.

• Means of payment: the payment will be paid via wire transfer to the designated bank account of the supplier.

Evaluation Criteria

• The ILO will consider the Technically compliant/Cost effective quotation, with preference given to experience with UN agencies (preferably the ILO), companies which are registered in Iraq and the KRI, physical exitance on the ground in Iraq and preferably in Erbil, and experience in managing events and logistics inside Iraq

Important Notes:

The supplier will be billed to ILO based on the actual number of participants and service ONLY. And up to the acceptance of the ILO team.
