Position Summary
UOSSM USA is seeking an experienced and highly technical Health Coordinator to provide strategic and technical oversight of its health portfolio in Lebanon. The coordinator will lead the technical follow-up and quality assurance of implementing partners delivering Primary Health Care (PHC) services, while ensuring effective integration of Mental Health and Psychosocial Support (MHPSS), health promotion, and community-based interventions where appropriate.
Purpose of the Role
The Medical and Health Coordinator is responsible for providing strategic and technical leadership for UOSSM USA’s Health Support portfolio in Lebanon. The position oversees the technical quality of Health services, MHPSS and integrated PHC-MHPSS interventions implemented through partner organizations, ensuring compliance with national guidelines, international standards, donor requirements, and organizational priorities. Supporting implementing partners through technical guidance, capacity strengthening, quality assurance, coordination with the Ministry of Public Health (MOPH), and engagement with national and humanitarian coordination mechanisms.
Key Roles and Responsibilities
A. Technical Leadership & Health Program Quality
1. Technical Oversight
• Provide strategic technical leadership for all health and Primary Health Care (PHC) interventions supported by UOSSM USA.
• Ensure programme implementation aligns with the Ministry of Public Health (MOPH) policies, WHO technical guidance, Sphere Standards, and other internationally recognized health standards.
• Provide technical oversight to implementing partners delivering comprehensive PHC services, including integrated Mental Health and Psychosocial Support (MHPSS), non-communicable diseases (NCDs), maternal and child health, communicable disease prevention, and health promotion activities, as applicable.
• Promote integrated, people-centered healthcare approaches that strengthen service quality and accessibility.
• Develop and update technical guidance, SOPs, implementation tools, clinical protocols, and quality standards.
• Provide technical recommendations to improve programme effectiveness, quality of care, and service integration.
2. Partner Technical Support & Capacity Strengthening
• Provide continuous technical guidance, mentoring, and capacity strengthening to implementing partners.
• Conduct regular supportive supervision and technical monitoring visits to partner facilities and project sites in Beirut Mount Lebanon and Bekaa Baalbek El Hermel.
• Review partners' technical implementation plans, clinical protocols, and service delivery approaches to ensure quality and compliance.
• Identify technical gaps and develop corrective action plans jointly with implementing partners.
• Design and facilitate technical trainings, workshops, and capacity-building initiatives for healthcare providers and partner staff.
• Strengthen partners' institutional and technical capacities to improve the quality, sustainability, and effectiveness of health services.
3. Quality Assurance & Clinical Governance
• Lead quality assurance processes for Primary Health Care and integrated health services.
• Conduct routine field monitoring visits to PHC centers, community-based health programmes, and partner facilities.
• Ensure compliance with clinical protocols, infection prevention and control (IPC) measures, safeguarding standards, ethical principles, and donor requirements.
• Monitor service quality indicators and support partners in implementing continuous quality improvement plans.
• Analyze quality findings, identify trends, and recommend corrective actions to strengthen programme performance.
• Ensure beneficiary feedback and accountability mechanisms contribute to continuous service improvement.
4. Coordination & Technical Representation
• Serve as the primary technical focal point between UOSSM USA and implementing partners, and represent UOSSM USA in Health Sector Working Groups, Primary Health Care coordination mechanisms, technical committees, external technical meetings, workshops, and other relevant coordination platforms.
• Maintain strong collaboration with the Ministry of Public Health (MOPH), WHO, UN agencies, donors, academic institutions, implementing partners, and other key stakeholders, and strengthen strategic partnerships across the health sector.
• Strengthen referral pathways and coordination between PHC services, hospitals, specialized healthcare providers, and community-based services.
• Promote technical collaboration, knowledge sharing, and harmonization of health approaches across partner organizations, and support the visibility of UOSSM USA's technical leadership in health programming.
5. Monitoring, Evaluation, Accountability & Learning (MEAL)
• Support the development and monitoring of technical health indicators and programme performance frameworks.
• Review partner reports and assess technical performance against programme objectives and donor requirements.
• Support health assessments, evaluations, operational research, and learning initiatives.
• Document lessons learned, best practices, and innovative approaches to improve programme quality.
• Promote data-driven decision-making and the effective use of health information to strengthen programme planning and implementation.
6. Reporting & Technical Documentation
• Contribute to donor reports, concept notes, proposals, and technical documentation.
• Develop technical briefs, guidance notes, clinical tools, training materials, and knowledge products.
• Maintain updated technical documentation, programme records, and quality assurance reports.
• Ensure technical documentation accurately reflects programme achievements, challenges, lessons learned, and recommendations.
B. Technical Advisory & Program Development
• Provide technical leadership in the design and development of health and Primary Health Care programmes, including integrated MHPSS interventions where appropriate.
• Provide technical input to project proposals, budgets, logical frameworks, implementation plans, and monitoring frameworks.
• Identify emerging health needs, service delivery gaps, and opportunities for programme expansion.
• Support resource mobilization efforts through technical contributions to donor engagement and proposal development.
C. Integrated Coordination Role
• Serve as the primary technical focal point between UOSSM USA and implementing partners.
• Coordinate closely with internal Programme, MEAL, Finance, Operations, and Grants teams to ensure effective, integrated programme implementation and timely workplan delivery.
• Provide regular technical updates, risk analysis, and strategic recommendations to senior management.
• Support integrated planning, workplan development, and timely implementation of programme activities.
D. Representation & External Coordination
• Represent UOSSM USA in external technical meetings, coordination forums, workshops, and stakeholder consultations.
• Strengthen collaboration with the Ministry of Public Health (MOPH), WHO, UN agencies, donors, academic institutions, and local partners.
• Promote the visibility and technical leadership of UOSSM USA's health programming.
• Identify opportunities to strengthen strategic partnerships and enhance coordination across the health sector.
Qualifications & Experience
• Master's degree in Public Health, Medicine, Nursing, Pharmacy, Health Management, Epidemiology, Health Sciences, or another relevant health-related field.
• Minimum 5 years of progressively responsible professional experience implementing, coordinating, or supervising health or Primary Health Care (PHC) programmes, preferably in humanitarian or development settings.
• Demonstrated experience providing technical oversight, quality assurance, and capacity strengthening for health and PHC programmes.
• Strong knowledge and experience in Primary Health Care systems, integrated service delivery, and health systems strengthening.
• Proven experience supporting and strengthening implementing partners through technical supervision, mentoring, and capacity-building initiatives.
• Previous collaboration with the Lebanese Ministry of Public Health (MoPH) or other national health authorities is a strong asset.
• Experience working with international NGOs, UN agencies, donors, or donor-funded health programmes.
• Experience contributing to programme design, proposal development, donor reporting, and technical documentation is an asset.
Skills & Competencies
• Strong knowledge of Primary Health Care (PHC), health systems strengthening, quality improvement approaches, and WHO technical guidance.
• Familiarity with WHO mhGAP, Sphere Standards, Infection Prevention and Control (IPC), and other international public health standards is an asset.
• Excellent leadership, coordination, facilitation, and stakeholder engagement skills.
• Strong analytical, problem-solving, reporting, and technical writing abilities.
• Demonstrated experience in partner capacity strengthening, supportive supervision, and quality assurance.
• Ability to manage multiple priorities, work independently, and perform effectively under pressure.
• Strong communication, interpersonal, and relationship management skills.
• Proficiency in Microsoft Office applications and health information management tools.
Languages
• Fluency in Arabic and English required.
• French is an asset.
Reporting Line
Reports to: TBD
• Technical Reporting: The Medical and Health Coordinator will report technically to the Regional Health/Medical Team, ensuring alignment with UOSSM’s USA technical standards, protocols, and programmatic guidance.
• Administrative and Managerial Reporting: Day-to-day administrative and managerial supervision will be provided by the direct supervisor at the field level, including oversight of attendance, work planning, and operational matters.
