About this opportunity
Are you an experienced and qualified Monitoring, Evaluation, Accountability and Learning (MEAL) Officer? Tearfund Eurasia and North Africa has an exciting opportunity for a professional and qualified MEAL Officer to support our programmes in Iraq. The MEAL Officer will provide technical support in Monitoring, Evaluation, Accountability, and Learning across operations in Iraq, specifically coveringErbil and Basra.
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible for leading and implementing in country project monitoring and data collection as well as technical input and support in managing the MEAL components of the Iraq programme and projects. Working under the guidance of the Programme Quality Director (PQD) and Regional MEAL unit, the position holder will work with regional and project team members to ensure the effectiveness, efficiency, desired outcomes and progress towards impact according to the project design, donor guidelines and law of the land. Travel to and within multiple Governorates in Iraq (KRI and GOI) will be required.
We are looking for someone who has:
• A Bachelor's degree in a relevant field.
• At least 3 years of experience in humanitarian and community development projects, specifically within MEAL.
• Proven experience of working in and with small and diverse teams
• Proven experience of field work and community & stakeholder engagement for working in the field of monitoring and evaluation of development projects;
• Proven experience in developing and strengthening MEAL frameworks and accountability systems;
• Strong knowledge and understanding of indicator refinement, tool development and assessment leading;
• Experience of working on institutionally funded projects and proposals and reports (including DG-ECHO, GIZ and FCDO)
• Evidence of facilitating or leading M&E trainings for staff and local partners
• Full proficiency in both English and Arabic (written and spoken).
• Willingness to travel across Iraq (Erbil and Basra/federal Iraq) up to 50% of the time.
