The Union of Medical Care and Relief Organizations (UOSSM USA) is a humanitarian, non-profit medical organization committed to improving access to quality healthcare and strengthening health systems for vulnerable and conflict-affected populations. Through emergency response, recovery, and development programming, UOSSM USA works in partnership with national institutions, local organizations, and international stakeholders to deliver integrated health, mental health and psychosocial support (MHPSS), primary health care (PHC), protection, and community-based services.

In Lebanon, UOSSM USA supports the strengthening of health and MHPSS systems through technical assistance, capacity building, quality assurance, and strategic partnerships with local organizations and the Ministry of Public Health (MOPH). The organization is committed to delivering evidence-based, people-centered interventions that improve access to high-quality, integrated services for vulnerable communities.

Position Summary

UOSSM USA is seeking a Regional Partnerships and Grants Coordinator to strengthen and coordinate its partnerships in Lebanon and to support partnership and grants-related work across the MENA region in countries where UOSSM USA is present. The role focuses primarily on building and maintaining strong working relationships with local partners, donors, and coordination actors, with practical grants support to ensure partnerships are well documented, compliant, and aligned with donor requirements.

Purpose of the Role

The Regional Partnerships and Grants Coordinator serves as the main point of coordination for partnership management in Lebanon and as a regional support resource for partnership and grants processes across UOSSM USA's country presence. The position helps ensure that partnerships are well structured, partners are supported and informed, and grant requirements are tracked and met, in coordination with the Programme, MEAL, Finance, and Operations teams.

Key Roles and Responsibilities

A. Partnerships Management – Lebanon

1. Partner Relationship Management

• Serve as the day-to-day focal point for UOSSM USA's local and institutional partners in Lebanon.

• Maintain regular communication with partners to follow up on implementation, address issues, and strengthen working relationships.

• Support partner onboarding, including orientation on UOSSM USA procedures, donor requirements, and reporting expectations.

• Support the preparation and follow-up of partnership agreements, MoUs, and related documentation in coordination with relevant teams.

2. Partner Mapping & Engagement

• Maintain an updated mapping of partners and stakeholders in Lebanon, including key contacts, areas of work, and ongoing collaboration.

• Identify new partnership opportunities with local organizations, networks, and institutions that align with UOSSM USA's priorities.

• Support partner due diligence and capacity review processes, with relevant teams, as required.

3. Partner Support & Coordination

• Facilitate coordination between partners and internal Programme, MEAL, Finance, and Operations teams.

• Organize regular partner coordination meetings and follow up on agreed actions.

• Support partners on practical compliance and reporting questions and escalate challenges to management when needed.

• Contribute to lessons learned and good practices on partnership approaches.

B. Regional Partnerships Support – MENA

• Provide partnership coordination support to UOSSM USA country teams across the MENA region where the organization is present, as required.

• Support the sharing of partnership tools, templates, and practices to promote consistency across countries.

• Support the regional partner overview, helping to keep partnership information updated and accessible to management.

• Contribute to regional-level engagement with donors, networks, and coordination platforms, in coordination with senior management.

• Provide short-term support to country teams on partnership-related needs as they arise.

C. Grants Support

• Support the maintenance of simple grant and partnership trackers, including key milestones, deadlines, and reporting dates.

• Support the preparation and follow-up of donor and partner reports, coordinating inputs from partners and internal teams.

• Contribute to concept notes and proposals, particularly the sections related to partnerships, partner roles, and implementation arrangements.

• Help ensure partner activities and documentation remain aligned with donor requirements, in coordination with Finance and Grants colleagues.

D. Representation & Coordination

• Represent UOSSM USA, as delegated, in coordination meetings, working groups, and stakeholder forums in Lebanon.

• Maintain positive relationships with the Ministry of Public Health (MOPH), UN agencies, donors, NGOs, academic institutions, and local partners.

• Coordinate closely with internal Programme, MEAL, Finance, Operations, and Grants teams to support integrated implementation.

• Provide regular updates and practical recommendations on partnerships to senior management.

• Promote the visibility of UOSSM USA's partnerships and collaborative approach.

Qualifications & Experience

• Master's degree in Public Health, International Development, Humanitarian Affairs, Health Management, Public Administration, or another relevant field.

• Minimum 4 years of professional experience in partnerships, programme coordination, or grants support within humanitarian or development settings.

• Demonstrated experience working with local partners, international NGOs, UN agencies, or donor-funded programmes.

• Experience supporting partner coordination, partner capacity strengthening, or partnership agreements.

• Experience contributing to reporting, concept notes, or proposals is an asset.

• Knowledge of the health and humanitarian context in Lebanon and familiarity with the MENA region is an asset.

• Previous collaboration with the Ministry of Public Health (MoPH) or other national authorities is an asset.

Skills & Competencies

• Strong relationship-building, coordination, and stakeholder engagement skills.

• Good understanding of partnership management and donor compliance principles.

• Strong organizational skills and ability to manage multiple priorities and deadlines.

• Good writing, reporting, and documentation skills.

• Ability to work independently, adapt quickly, and work effectively across teams and countries.

• Strong communication and interpersonal skills, with a collaborative approach.

• Proficiency in Microsoft Office applications, particularly Excel and Word.

Languages

• Fluency in Arabic and English required.

• French is an asset.

Reporting Line

Reports to: TBD

• Technical Reporting: The Regional Partnerships and Grants Coordinator will report technically to the Regional Programs/Partnerships lead, ensuring alignment with UOSSM USA's standards, procedures, and priorities.
