Senior Programme Coordinator (f/m/d)

Background

Johanniter International Assistance (JIA) resumed its work in Ukraine at scale following the full-scale invasion in February 2022. Working with Ukrainian and international partners, JIA now leads three consortia supported by institutional donors, including GFFO, BMZ and ECHO. The programme focuses particularly on health, primary and emergency care, preparedness and support to health facilities, alongside other humanitarian and recovery activities for people affected by the war.

In a Nutshell

Reporting to the Country Director, you will lead the Ukraine programme team and oversee delivery of JIA’s portfolio, including three consortia for which JIA is lead partner. You will manage two consortium coordinators, three PMEAL staff and two other project staff; support country strategy; and ensure coordination and complementarity across projects and partners. You will guide programme quality, planning, monitoring, donor reporting and new project development, working closely with finance and operations colleagues.

What you will do:

Strategy and Vision

• Support the Country Director in developing and implementing the Ukraine country strategy, drawing on programme learning, context analysis and the Johanniter global strategy

• Identify new programmes based on assessments that support the achievement of Johanniter’s strategic objectives in the country (including rapid humanitarian assistance in case of disasters in coordination with Country Director and HQ)

• Assess and build partnerships with new national, international and local partner organisations

• Ensure coordination and complementarity across consortium projects, other JIA activities and partners, identifying gaps, overlaps and opportunities for joint work

• Lead or commission needs and partnership assessments to inform programme decisions and proposals

• Lead project development processes and ensure the development and production of high quality concept notes and proposals for submission to various donors

• Assist Country Director in identifying new funding opportunities

• Assess capacity strengthening needs of national partners and address them by providing trainings or facilitating other capacity strengthening activities

Programme Monitoring and Evaluation

• Manage the PMEAL team and ensure appropriate monitoring, evaluation, accountability and learning systems across projects and consortia

• Ensure accountability to affected people and communities, and use feedback and evidence to improve programme quality

• Oversee programme compliance with Johanniter and donor requirements in coordination with finance, operations and relevant HQ colleagues

• Monitor the evolving humanitarian context and advise the Country Director on implications for programme priorities and delivery

• Travel to project locations as needed, subject to security clearance

• Work with partner and consortium PMEAL teams to align monitoring, evaluation, accountability and reporting approaches

Representation and Communication

• Represent JIA, together with the Country Director, in relevant donor, government, partner and coordination meetings

• Contribute programme updates and evidence for donor communication and Johanniter communications, in coordination with the Country Director and HQ

Programme Management

• Lead, supervise and support the Ukraine programme team, including two consortium coordinators, three PMEAL staff and two other project staff; set priorities and strengthen coordination across their work

• Oversee JIA’s lead-partner role in its consortia, including governance arrangements, joint planning, partner coordination, follow-up of agreed actions and timely escalation of issues

• Review programme progress, quality, risks and budgets with consortium coordinators, partners and the finance and operations teams; help resolve implementation bottlenecks

• Coordinate grant start-up, partner agreements, donor reporting and programme compliance with the responsible colleagues, and keep the Country Director informed of significant risks and decisions

What you bring (essential unless stated otherwise):

• University degree (BA or MSc) in a relevant field

• More than 5 years of experience in a humanitarian context, of which at least 3 years have been with an international NGO

• Substantial experience managing and developing multidisciplinary programme and PMEAL teams

• Experience leading complex, multi-partner consortia, including governance, coordination and partner relationships

• Experience with institutional donors, including proposal development, grant management and quality reporting

• Experience overseeing complex programme budgets, financial planning and donor compliance in collaboration with finance colleagues

• Experience with monitoring, evaluation, accountability and learning across multiple projects

• Experience working with national partners and supporting their organisational and technical capacity

• Ability to contribute to programme strategy and ensure coherence and complementarity across a portfolio

• Strong analytical, written/oral communication and reporting skills

• Negotiation abilities and diplomatic skills

• Willingness to live and work in Kyiv and travel in a high-risk context, subject to security procedures

• Fluency in English with excellent verbal and written communication skills

• Desirable: experience in Ukraine, knowledge of Ukrainian or Russian, and experience with GFFO, BMZ or ECHO grants
