Established in response to critical gaps in the humanitarian system, INARA works to support children affected by conflict, displacement, and natural and human-induced disasters who are often unable to access sustained medical and psychosocial care.

INARA delivers integrated, child-centered programming that combines life-saving interventions with long-term recovery support. The organization focuses on children facing complex and overlapping vulnerabilities, including injury, trauma, disability, and exclusion from essential services. Through a multidisciplinary approach, INARA provides access to medical treatment, mental health and psychosocial support (MHPSS), and coordinated case management, ensuring continuity of care beyond the immediate emergency phase.

INARA delivers integrated, child-centered programming across multiple sectors to support children affected by crisis. Its interventions include comprehensive medical and rehabilitative care, providing specialized treatment and long-term follow-up; mental health and psychosocial support (MHPSS), offering trauma-informed and community-based services; and livelihood and economic empowerment initiatives that strengthen household stability. INARA also supports education in emergencies by creating safe and inclusive learning environments, implements water, sanitation, and hygiene (WASH) interventions to improve health conditions, and maintains a rapid emergency response capacity to deliver immediate medical, psychosocial, food, and non-food assistance during acute crises.

JOB SUMMARY:

The Program Lead is responsible for the overall management, coordination, and quality implementation of INARA’s programs in Turkey, including medical case management and MHPSS activities.

The Program Lead supervises case management workers and psychologists, ensuring effective scheduling, technical guidance, and performance oversight. The role supports program budgeting, financial coordination, reporting, proposal development, and representation in coordination platforms.

The Program Lead works closely with Finance, Administration, Partnerships, and Communications teams and reports directly to the CEO.

KEY RESPONSIBILITIES

. Program Management and Supervision

• Provide overall leadership and direct supervision of the case management and MHPSS teams, including psychologists, social workers, and case management staff, ensuring that services are delivered in accordance with INARA’s standards and clinical pathways.

• Develop and maintain structured staff schedules that ensure continuous service coverage, efficient workload distribution, and appropriate caseload allocation based on staff capacity and program priorities.

• Conduct regular team meetings, case review sessions, and technical supervision to monitor progress, address challenges, and ensure the consistent application of case management methodologies and MHPSS best practices.

• Provide ongoing mentoring, coaching, and performance management support to program staff, including setting individual objectives, reviewing performance, identifying capacity-building needs, and facilitating professional development opportunities.

• Ensure that all program activities are implemented with a high level of technical quality, adherence to ethical standards, safeguarding principles, confidentiality requirements, and INARA’s internal protocols.

• Oversee the quality and accuracy of case documentation, ensuring that case files, service records, and follow-up plans are complete, compliant, and up to date.

• Monitor team caseloads, service delivery timelines, and beneficiary progress to ensure that program targets, service standards, and donor commitments are met.

• Identify implementation challenges or operational risks affecting program delivery and develop corrective actions in coordination with relevant departments.

• Promote a collaborative, supportive, and accountable team environment that encourages effective communication, problem-solving, and adherence to organizational values.

• Ensure proper coordination between medical, case management, and MHPSS components so that beneficiaries receive integrated and holistic support.

2. Program Planning and Budgeting

• Lead the development of detailed program work plans, implementation schedules, and activity timelines that align with organizational strategy, donor agreements, and operational priorities.

• Translate approved project proposals into practical implementation plans with clear deliverables, milestones, and resource requirements.

• Support the preparation of annual and project-specific program budgets in coordination with the Finance Department, ensuring that all planned activities are adequately costed and aligned with available funding.

• Monitor program expenditures on a regular basis against approved budgets, identifying variances and recommending corrective actions to ensure efficient and compliant use of resources.

• Review and validate program-related financial requests to confirm their alignment with approved work plans, procurement plans, and donor requirements.

• Coordinate closely with the Finance team to ensure adherence to donor financial management regulations, reporting timelines, and internal financial control procedures.

• Participate in monthly budget review meetings and contribute to financial forecasting, burn-rate analysis, and cash flow planning.

• Support procurement planning by identifying programmatic needs in advance, preparing procurement requests, and ensuring timely acquisition of goods and services required for implementation.

• Ensure that procurement activities related to the program follow INARA procurement policies, transparency standards, and donor compliance requirements.

• Contribute technical inputs for grant budget revisions, cost extensions, and reprogramming requests as necessary.

• Maintain organized documentation of all program planning and budgeting processes for audit readiness and donor reporting.

3. Financial and Administrative Coordination

• Work closely with the Finance and Administration departments to ensure that all program-related financial documentation, including purchase requests, payment requests, contracts, and supporting records, are complete, accurate, and compliant with INARA policies and donor requirements.

• Review and verify program expenses prior to submission for approval, ensuring that all expenditures are justified, aligned with approved budgets and work plans, and supported by appropriate documentation.

• Ensure timely submission of all financial supporting documents, including invoices, receipts, timesheets, service confirmations, and procurement documentation, to facilitate accurate accounting and reporting.

• Coordinate with Finance to track expenditures against approved budgets, monitor burn rates, and address any discrepancies or variances in a timely manner.

• Support the preparation of periodic financial reports by providing programmatic justification, activity verification, and expenditure clarification as required.

• Ensure that all program-related transactions follow INARA’s internal financial controls, procurement procedures, and authorization levels.

• Assist in the preparation of documentation required for internal and external audits, donor financial reviews, and compliance checks.

• Liaise with Administration and Operations teams to ensure that program logistics, contracts, and service agreements are properly documented and executed.

• Maintain organized financial and administrative records for all program activities, ensuring traceability, transparency, and readiness for donor verification.

4. Monitoring, Reporting, and Documentation

• Prepare high-quality, accurate, and timely narrative reports for donors, ensuring that all reporting reflects program achievements, challenges, lessons learned, and alignment with approved project objectives and indicators.

• Track program performance against established targets and key indicators, ensuring that progress is systematically monitored and documented throughout the project lifecycle.

• Maintain up-to-date records of program outputs, outcomes, and beneficiary data, ensuring accuracy, completeness, and compliance with INARA’s data protection and confidentiality standards.

• Develop and document success stories, beneficiary case studies, and impact narratives that demonstrate program effectiveness and support donor engagement, communications, and fundraising efforts.

• Provide regular internal progress reports to the CEO and Senior Management Team, highlighting achievements, risks, implementation challenges, and recommended corrective actions.

• Coordinate closely with the MEAL (Monitoring, Evaluation, Accountability, and Learning) function to ensure that monitoring tools, indicators, and reporting frameworks are consistently applied across all program activities.

• Support data collection, verification, and analysis processes to ensure evidence-based decision-making and continuous program improvement.

• Ensure that all reporting deadlines are met in accordance with donor agreements and organizational requirements.

• Maintain organized and accessible program documentation, including reports, activity records, beneficiary tracking data, and verification materials, ensuring readiness for audits, evaluations, and donor reviews.

• Facilitate periodic program review meetings with relevant departments to assess progress, integrate lessons learned, and strengthen program effectiveness.

5. External Representation and Coordination

• Represent INARA in national and regional NGO coordination meetings, technical working groups, and relevant sector platforms in Turkey, ensuring that INARA’s programs, priorities, and achievements are effectively communicated.

• Actively participate in humanitarian coordination mechanisms, including health, protection, and MHPSS-related forums, contributing technical insights and sharing program updates where appropriate.

• Establish and maintain strong professional relationships with hospitals, medical service providers, mental health professionals, and other implementing partners to ensure effective referral pathways and quality service delivery.

• Coordinate closely with local NGOs, international organizations, and community-based actors to promote collaboration, avoid duplication of services, and strengthen integrated support for beneficiaries.

• Participate in stakeholder meetings, inter-agency working groups, and partnership discussions, representing INARA’s interests and identifying opportunities for collaboration and joint programming.

• Facilitate communication between INARA program teams and external partners to ensure smooth coordination of beneficiary services, referrals, and follow-up care.

• Support the development and maintenance of Memoranda of Understanding (MoUs) and service agreements with partner organizations and service providers, in coordination with senior management.

• Provide feedback to senior leadership on external developments, sector trends, policy changes, and emerging needs that may impact program implementation.

• Promote INARA’s visibility, credibility, and reputation through professional engagement with stakeholders and adherence to humanitarian principles.

6. Proposal Development and Partnerships

• Contribute to the identification of new funding opportunities in Turkey by providing programmatic insights, needs assessments, and contextual analysis to support the development of competitive proposals.

• Participate in the design and development of new project concepts, ensuring that proposed interventions are technically sound, evidence-based, and aligned with INARA’s strategic objectives and operational priorities.

• Provide accurate program data, beneficiary statistics, lessons learned, and implementation evidence to strengthen proposal narratives and demonstrate organizational impact and capacity.

• Support the preparation of detailed project budgets in coordination with the Finance and Partnerships teams, ensuring that cost projections are realistic, compliant with donor guidelines, and aligned with program work plans.

• Contribute technical inputs to proposal documents, including program descriptions, implementation methodologies, logical frameworks, and monitoring indicators.

• Coordinate closely with the Partnerships and Development team throughout the proposal development process to ensure timely submission and alignment with donor requirements.

• Work with the Communications team to ensure that program achievements, visibility materials, and impact evidence are effectively integrated into donor engagement and fundraising efforts.

• Support donor engagement activities by providing technical presentations, program updates, and clarifications during proposal discussions or donor meetings as required.

• Contribute to grant revision processes, budget modifications, and extension requests based on program implementation realities.

• Maintain organized records of proposal inputs, supporting documentation, and technical data to facilitate future funding opportunities.

REQUIREMENTS & QUALIFICATIONS

Qualification

• Bachelor’s degree in Public Health, Psychology, Social Work, Humanitarian Studies, or related field (Master’s preferred).

Experience

• Minimum 5–7 years of experience in humanitarian or development programming.

• Experience supervising multidisciplinary teams.

• Strong understanding of case management and MHPSS programming.

• Experience with donor reporting and proposal development.

• Strong organizational and leadership skills.

• Fluency in English required; Turkish and/or Arabic preferred.
